Yes.you can change in German banks and you can change at both British airport and German airport.
Normally the exchange rate in Bank is better, because the airport usually charge you a concession fee.

在英国火车站,或者airport都可以换到,不过手续费就高一些,一般在英国,只有邮局可以换到,银行一般不行有的可以,看运气,在邮局换钱不要拿500或1000欧元,人家不给换,建议用100的.
