尊敬的白院长，各位来宾、女士们、先生们大家下午好，很高兴来参加今天的活动，也很荣幸让我来做致辞，我想把我致辞的题目就叫做“把对话当做黄金法则用起来”。

在2013年的时候，陕西省为了加强旅游推广，促进文旅融合，提升陕西旅游的影响力和满意度，当时他们策划了一个叫做“秦岭与黄河的对话”的活动，他把这个活动作为每一年中国旅游日陕西省的主题活动。
In 2013, in order to strengthen tourism promotion, promote the integration of culture and tourism, and enhance the influence and satisfaction of Shaanxi tourism, Shaanxi Province planned an event called "Dialogue between Qinling Mountains and Yellow River". They made this event the theme of Shaanxi Province's annual China Tourism Day.
在对话中我当时谈了一个想法，也给陕西省提了一个小小的建议，秦岭代表着是关中陕南的生态资源，黄河代表着关中陕北的文化资源，是陕西跟陕西在对话，也只是中国与中国的对话，这个是不够的。
In the conversation, I shared an idea and also gave a small suggestion to Shaanxi Province. Qinling Mountains represent the ecological resources of Guanzhong and southern Shaanxi, while Yellow River represents the cultural resources of Guanzhong and northern Shaanxi. It is a dialogue between Shaanxi and Shaanxi, and only a dialogue between China and China. This is not enough.
我们现在再推“一带一路”，“一带一路”的核心就是开放，因为它是开放的顶层设计，因此对中国旅游、陕西的旅游如何走出去，我有个小小的建议，我们应该用更加开放的思维来设计文化、我们的活动，比如说我们是不是可以在“秦岭与黄河对话”的基础上，把它改造成“秦岭、黄河与乌拉尔山、伏尔加河的对话”，这样就变成了中国与俄罗斯的对话。“秦岭、黄河与阿尔卑斯山、多瑙河的对话”，那是中国与欧洲的对话；“秦岭、黄河与帕米尔高原、阿姆河的对话”，那就变成中国与中亚的对话。这样子才能真正的做到把中国陕西的故事讲给世界听，推动中国、推动中国陕西与世界经济联通。
Now we are pushing the "Belt and Road". The core of the "Belt and Road" is openness. Because it is the top-level design of openness, I have a small suggestion on how China's tourism and Shaanxi's tourism go out. We should use more open thinking to design culture and our activities. For example, can we transform it into a "Dialogue between the Qinling Mountains, the Yellow River and the Ural Mountains, and the Volga River" based on the "Dialogue between the Qinling Mountains and the Yellow River", which will become a dialogue between China and Russia. The Dialogue between Qinling Mountains, Yellow River, Alps, and Danube River is a dialogue between China and Europe; The dialogue between Qinling Mountains, Yellow River, Pamir Plateau, and Amu Darya River becomes a dialogue between China and Central Asia. Only in this way can we truly tell the story of Shaanxi, China to the world and promote economic connectivity between China, Shaanxi, and the world.
太白山这个对话结束以后我到了西安，新丝路企业发展促进会举办年会，当时我建议搞一个“丝路对话”。名称就可以叫做“长安与罗马的对话”，长安也就是我们西安，实际上代表的是中国，罗马代表的是意大利也可以说是代表了西方，那么“长安与罗马的对话”从表面上看是丝绸之路起点城市与终点城市的对话，或者说是中国与意大利的对话。但背后它实则是东方文明与西方文明的对话。在交流的时候随便说了这个，但没想到促进会这帮朋友行动力、执行力超强，他们就真的搞起了“长安与罗马的对话”，然后他们邀请我参加，我当时非常高兴，还邀请了卫东局长和史育龙主任一起去参加的。因为他们两位是在研究制定“一带一路”战略规划中非常重要和关键人物。后来“丝路对话”又陆续办了系列活动，刚才我们在视频中实际上也看到了，比如“长安与圣彼得堡的对话”、“长安与南非的对话”、“全球杰出妇女丝路对话”等等，后来19年的时候又举办了“长安与罗马的对话”。那次刚好意大利作为G7成员国第一次跟中国签了“一带一路”的共建备忘录，更加难能可贵的是通过这些活动的开展还促进了一些务实合作项目的落地。
After the Dialogue in Taibai Mountain ended, I went to Xi'an where the New Silk Road Enterprise Development Promotion Association held its annual meeting. At that time, I suggested organizing a "Silk Road Dialogue". The name can be called "Dialogue between Chang'an and Rome". Chang'an, also known as Xi'an, actually represents China, while Rome represents Italy or the West. Therefore, "Dialogue between Chang'an and Rome" appears to be a dialogue between the starting and ending cities of the Silk Road, or a dialogue between China and Italy. But behind it is actually a dialogue between Eastern and Western civilizations. I casually mentioned this during our communication, but I didn't expect these friends from the Promotion Association to have super strong action and execution abilities. They really started a "dialogue between Chang'an and Rome" and invited me to participate. I was very happy at the time and even invited Director Weidong and Director Shi Yulong to attend together. Because they are very important and key figures in studying and formulating the "Belt and Road" strategic plan. Later on, the "Silk Road Dialogue" organized a series of activities, which we actually saw in the video just now, such as "Dialogue between Chang'an and St. Petersburg", "Dialogue between Chang'an and South Africa", "Global Outstanding Women's Silk Road Dialogue", and so on. Later in 2019, the "Dialogue between Chang'an and Rome" was also held. That was the first time that Italy, as a member of the G7, signed a memorandum of understanding on the joint construction of the "Belt and Road" with China. What's more valuable is that the implementation of these activities also promoted the implementation of some practical cooperation projects.
今天，在世界局势复杂演变、逆全球化思潮抬头、单边主义、保护主义明显上升、世界经济复苏乏力、局部冲突动荡频发、全球性问题加剧，世界进入新的动荡变革期的大背景下，对话的意义更加重大。

习近平主席曾经说过，对话是一项黄金法则。推进“一带一路”建设，加强对话是很重要，对话在增进相互理解、凝聚合作共识、协调利益诉求、化解潜在风险等方面都发挥着重要作用。“一带一路”建设中有一个叫“五通”，“五通”之首就是政策沟通，政策沟通实际上是需要通过反复对话才能完成的。
President Xi Jinping once said that dialogue is a golden rule. It is very important to strengthen dialogue to promote the construction of the "Belt and Road". Dialogue plays an important role in enhancing mutual understanding, building consensus on cooperation, coordinating interest demands, and resolving potential risks. One of the "Belt and Road" projects is called the "five links". The first of the "five links" is policy communication. In fact, policy communication can only be completed through repeated dialogue.
习近平主席说：“一带一路”建设，倡导不同民族、不同文化要‘交而通’，而不是‘交而恶’，彼此要多拆墙、少筑墙，把对话当作‘黄金法则’用起来，大家一起做有来有往的邻居”。“一带一路”沿线各国政治特点不同、发展方式各异、文化传统不一，各国通过沟通对话，能够更好地了解彼此的政治立场、发展战略和利益诉求，减少误解和猜疑，增强政治互信，为“一带一路”建设奠定坚实的政治基础。可以就经济发展战略和对策进行充分交流，本着求同存异原则，协商制定推进区域合作的规划和措施，在政策和法律上为区域经济融合“开绿灯”。现在面对单边主义、保守主义，我们更应该坚持对话！即便是对牛弹琴，我觉得也要弹。我们要继续秉持“和平合作、开放包容、互学互鉴、合作共赢”的丝路精神，遵循“共商、共建、共享”的三共原则，与“一带一路”参与国一道，尊重彼此主权、尊严、领土完整，尊重彼此发展道路和社会制度，尊重彼此核心利益和重大关切，继续做好对话沟通工作，寻求合作最大公约数，使“一带一路”更好服务于各国共同发展繁荣的事业。
President Xi Jinping said: "The construction of the Belt and Road" advocates that different nations and cultures should 'communicate with each other' rather than 'communicate with each other in evil'. They should tear down more walls and build fewer walls, use dialogue as the 'golden rule', and let everyone be neighbors who have exchanges. ". Countries along the Belt and Road have different political characteristics, development modes and cultural traditions. Through communication and dialogue, countries can better understand each other's political positions, development strategies and interest demands, reduce misunderstanding and suspicion, enhance political mutual trust, and lay a solid political foundation for the construction of the Belt and Road. We can have sufficient exchanges on economic development strategies and countermeasures, and based on the principle of seeking common ground while reserving differences, negotiate and formulate plans and measures to promote regional cooperation, and give the green light to regional economic integration in terms of policies and laws. Facing unilateralism and conservatism now, we should insist on dialogue even more! Even if it's playing the qin to a cow, I think we should still play it. We will continue to uphold the Silk Road spirit of "peaceful cooperation, openness and inclusiveness, mutual learning and win-win cooperation", follow the three common principles of "mutual consultation, joint construction and sharing", work with the Belt and Road participating countries, respect each other's sovereignty, dignity, territorial integrity, development path and social system, respect each other's core interests and major concerns, continue to do a good job in dialogue and communication, seek the maximum common denominator of cooperation, and make the Belt and Road better serve the cause of common development and prosperity of all countries.
“一带一路”过去的十年，中国付出了智慧、心血、汗水，以及诚意、善意，当然还有资金；我们收获了伙伴、尊重、信任以及影响力和话语权，当然也有投资回报。共建“一带一路”的成效、影响力可圈可点、有目共睹。过去十年取得的成就，与各方通过对话、政策对接，增强政治互信和合作共识是密不可分的。当然，对话沟通是分层级的，国家高层对话，可以引领战略方向，凝聚合作共识；政府部门间对话，可以细化合作举措，解决对接问题；地方层级对话，可以促进项目落地，提升合作的丰富性；民间、社团组织的对话也是很重要的，它可以让交流合作更接地气、更深入人心。因此，我希望在共建“一带一路”在奔向下一个金色十年的时候，我们“丝路对话”能继续下去，并且越办越好。
In the past ten years of the "Belt and Road", China has paid wisdom, painstaking efforts, sweat, sincerity, goodwill and, of course, funds; We have gained partners, respect, trust, influence, and voice, as well as investment returns. The achievements and influence of the joint construction of the "Belt and Road" are noticeable to all. The achievements made in the past decade are closely related to enhancing political mutual trust and cooperation consensus through dialogue and policy docking among all parties. Of course, dialogue and communication are hierarchical. National high-level dialogue can lead strategic direction and consolidate cooperation consensus; Dialogue between government departments can refine cooperation measures and solve docking problems; Local level dialogue can promote project implementation and enhance the richness of cooperation; Dialogue between civil society and community organizations is also very important, as it can make communication and cooperation more down-to-earth and deeply rooted in people's hearts. Therefore, I hope that when we jointly build the "Belt and Road" and move towards the next golden decade, our "Silk Road Dialogue" can continue and become better and better.
