For study visa, the embassy has no rights to sign it, they need to sent your files back to germany local "Auslanderbehoeder" (the city Which you will study in the future), if the local goverment prove your application fast, then you will get your visa erlier, otherwise you have to wait.
The only work you could do is write email to tell your univ in germany, you already sent out visa appliaction, now waiting fopr the result, if they are kind maybe will help you check it in germany, otherwise you have to wait.
In normal case, visa need 35 to 45 days. So far as i've seen in my university, i think the delay of registration is almost impossible, coz the german guys stick strictly to rules and they are now less patient of chinese students. Probably you could apply for a new offer in the next semester.I once confronted with the same problem as you do, i explained this to my university and they gave me a new offer in next semester.
