请教ｌｉｖｅ一个技术问题

一个在２００６　０２　２７　２３：２２分最后一个回帖的帖子（ａ2．ｂｍｐ）怎么会最后发表时间显示为　２００６　０３　１５　１：１９（ａ1．ｂｍｐ）
这个怎样才能做到呢？
我想起天涯有个帖子，发帖人只是普通ｉｄ，斑竹也并没将这个帖子置顶，但他的帖子就算不能回复也永远在最前面。

好象投票的最后一个回复是按最后的投票时间算的呢。
