If there is no great difference between two majors, you can have a try. I changed from Physics to EE and actually the work is pretty much the same as before. Otherwise you should prepare yourself for the very new topic. Wondering if any professor would recruit you, though...

写得出教授认可的博士计划就可以试着申请。但关键是，如果是和自己以前专业相差非常大的话，难度可想而知。
